Our partners, a renowned midsize telecom company, are looking for a Chief Financial Officer (CFO) – Cluster Role to join their team.

This executive role is pivotal in providing strategic financial direction, ensuring compliance, and optimizing operations across multiple business units within the cluster. The ideal candidate will come from a GSM or Telecom background and have a strong track record across finance, legal, procurement, administration, and strategic planning.

Responsibilities

Finance & Accounting / Record to Report / Tax Management

  • Lead site-level accounting processes and ensure compliance with local and international accounting standards (IFRS/local GAAP).
  • Consolidate and validate financial data, ensuring timely, accurate, and transparent reporting.
  • Review and sign off on statutory financial statements and group consolidation packages.
  • Manage all communications and filings with tax authorities, auditors, and other regulatory bodies.
  • Ensure tax compliance and proactively coordinate with tax authorities where necessary.
  • Support external and internal audit processes across the cluster.

Budgeting, Forecasting, Cash & Revenue Assurance

  • Coordinate the annual budget and quarterly forecasting processes, ensuring consistency across all business units.
  • Consolidate and validate all cash flow forecasts, including both operational and non-operational flows (e.g., tax, pensions).
  • Oversee availability of cash resources, manage banking operations, and optimize liquidity across the cluster.
  • Approve financial guarantees related to projects, excluding those handled at group level.
  • Implement strong revenue assurance processes to minimize leakage and enforce billing integrity.
  • Establish fraud detection and prevention frameworks, including internal controls and forensic reviews.

Business Performance & Financial Partnering

  • Partner with business unit leaders to drive financial accountability and support strategic decision-making.
  • Promote a finance culture focused on return on investment (ROI), cost of capital, and cash optimization.
  • Analyze and explain financial performance using operational and financial KPIs.
  • Identify opportunities for cost optimization and drive efficiency across support and operational functions.
  • Foster collaboration between group and local finance teams to ensure alignment and transparency.

Procurement & Project Management Office (PMO)

  • Oversee the procurement strategy, including supplier evaluation, contract negotiation, and compliance.
  • Ensure sourcing decisions align with strategic and financial objectives.
  • Supervise the PMO function, ensuring major projects are delivered on time, within scope, and on budget.
  • Evaluate vendor performance and implement cost-saving initiatives.

Administration, Facilities & Safety

  • Manage administrative operations, office facilities, and logistics across the cluster.
  • Oversee facility-related vendor contracts, real estate, leasing, and maintenance.
  • Ensure full compliance with health, safety, and environmental (HSE) regulations and company standards.

Legal Affairs

  • Supervise all legal matters within the cluster, including contract reviews, regulatory compliance, and litigation support.
  • Coordinate with external legal counsel and group legal teams as needed.
  • Provide strategic legal guidance on commercial agreements, partnerships, and M&A activity.
Qualifications
  • Minimum of 12–15 years of progressive finance experience, with at least 5 years in an executive/CFO role.
  • Proven experience in the Telecommunications sector (GSM background is mandatory).
  • Bachelor’s degree in Finance, Accounting, Economics, or a related discipline; MBA, CPA, or CA preferred.
  • Deep understanding of telecom financial frameworks, infrastructure projects, and regulatory compliance.
  • Strong track record in budgeting, forecasting, revenue assurance, and cash management.
  • Hands-on experience leading multi-functional teams across Finance, Procurement, Legal, and Administration.
  • Excellent stakeholder management, leadership, and communication skills.
  • Fluent in English (other regional languages are an asset).
