Our partners, a renowned midsize telecom company in Lebanon, are looking for a Chief Technology Officer (CTO) Cluster - (Technology & Network) to join their team.
The ideal candidate will come from a background in GSM and telecom technologies, responsible for driving the end-to-end technology, network, and infrastructure strategy, overseeing rollout and field operations, ensuring network resilience and security, and aligning the technology roadmap with business objectives.
Responsibilities
Strategic Leadership & Technology Management
- Define and execute the technology and network strategy, ensuring alignment with the company’s business growth and innovation goals.
- Lead the development and optimization of the telecom network architecture, ensuring scalability, resilience, and cost efficiency.
- Evaluate and adopt emerging technologies to maintain competitiveness in the telecom sector.
- Provide executive leadership on GSM, IT, and network transformation initiatives.
Network Operations & Rollout
- Oversee network rollout and field operations, ensuring on-time, cost-effective, and high-quality deployment of infrastructure.
- Drive continuous improvement in network performance, quality of service (QoS), and customer experience.
- Ensure regulatory compliance with Lebanese telecom regulations and international standards.
- Manage vendor and partner relationships for network rollout, upgrades, and maintenance.
IT Infrastructure & Support
- Supervise the management of data centers, IT systems, and enterprise infrastructure, ensuring reliability and business continuity.
- Ensure IT support services meet internal and external stakeholder needs, with robust SLAs and support frameworks.
- Lead digital transformation initiatives and integration of IT with network operations.
Network Security & Cyber Defense
- Oversee the security architecture, policies, and frameworks to protect critical infrastructure and customer data.
- Develop proactive cyber defense capabilities, including monitoring, incident response, and risk management.
- Ensure compliance with global data protection and cybersecurity regulations.
Leadership & People Management
- Build, mentor, and lead a high-performing technology and network team across multiple disciplines.
- Foster a culture of innovation, accountability, and continuous improvement.
- Collaborate with C-level peers to align technology strategy with financial and commercial objectives.
- Represent the company in strategic forums, regulatory discussions, and industry events.
Qualifications
- Bachelor’s degree in Telecommunications Engineering, Network Engineering, or IT-related field (Master’s degree preferred).
- Minimum 12–15 years of progressive experience in telecom, with solid expertise in GSM, core networks, and IT infrastructure.
- Demonstrated track record of leading network rollout, large-scale operations, and transformation projects.
- Strong knowledge of telecom regulatory frameworks, IT governance, cybersecurity, and risk management.
- Proven experience in vendor management, contract negotiations, and technology partnerships.
- Exceptional leadership, communication, and stakeholder management skills, with the ability to influence at the executive level.
- Fluency in English and Arabic; French is an asset.
